Duluth Police Department had issued a warrant for Robert Craig Sandman in connection with theft of the vehicle at the scene of a Duluth homicide.
Duluth Police have learned that Robert Craig Sandman, 52, has been arrested in New Mexico on a criminal warrant for car theft the Duluth Police Department had issued. The car, a 1988 red Porsche 944, was reported stolen from the scene of the March homicide of Donald Singer at his Duluth home. Sandman was arrested on the Duluth PD's charge, Duluth Police Capt. Mark Hunter reported in an email April 19. “We have just learned about his arrest and have been in communication with authorities in New Mexico. They are assisting us with follow-up at this time.” According to information provided by Hunter, Sandman was apparently arrested April 7 and was in custody of the Sandoval County Sheriff’s Office. Retired Duluth Police officer Bill Stevens was recently honored with the Public Safety Leadership Award by the Gwinnett Chamber of Commerce. This award honors senior public safety professionals who have performed their jobs with exceptional skill and expertise and show innovation in leadership and team building. He was among police officers and firemen recognized at the Gwinnett Chamber Valor Awards ceremony March 22, 2013. Stevens, who achieved the rank of lieutenant led the Duluth Police Department’s Community Oriented Policing Services (COPS) Division. An incident report released Friday (March 29) by Duluth Police confirmed the identity of a Duluth man whose body was found wrapped in a blanket in his garage. He was identified as Donald Singer, 57, the sole resident of a home on Montheath Pass. Duluth Police responded Thursday (March 28) to a 911 call from Singer’s daughter Jessica Black of Lawrenceville, who found his body. The 911 call was received about 4 p.m. Duluth Police Friday issued a BOLO for a 1988 Porsche 944 believed stolen from the homicide scene between March 24 and March 29. The Duluth Police Department is looking for a stolen 1988 Porsche 944, similar to the one pictured, bearing Georgia tag #ADK6725. The car was taken from the scene of a homicide between March 24, 2013, and March 29, 2013. If the vehicle is stopped or located hold and notify Detective Jimmy Purvis at Duluth Police Department CID 770-476-4151. Channel 2 TV news reported Friday (March 29) that the car belonged to Donald Singer, 57, who was found dead and wrapped in a blanket in his garage on Montheath Pass. His daughter called 911 Thursday (March 28) to report it. The exact cause of death has not yet been determined.

Duluth Police Lt. Jackie Hood graduated from the FBI National Academy Program at Quantico, VA, on March 22. The 252nd Session of the National Academy consisted of men and women from 49 states. Included in the class were members of law enforcement agencies from the District of Columbia, 27 international countries, four military organizations, and five federal civilian organizations, according to a press release issued by the City of Duluth announcing Lt. Hood’s graduation. She joined 267 other law enforcement officers completing the program at the graduation ceremony. Duluth City Manager Tim Shearer surprised Lt. Duluth police officer reported seeing the men stop their cars, pull up even, and accelerate at a high rate of speed on Buford Highway in front of police department.
Two Suwanee men allegedly observed drag racing by a Duluth police officer on Buford Highway in front of the Duluth Public Safety Center were handcuffed and hauled off to jail. Both were charged with stopping in a roadway and racing. A Duluth police officer parked in the police department’s parking lot saw a red Corvette and a black BMW slow to a stop on Buford highway, pull even to each other, accelerate to a high rate of speed, and begin to race each other south on the highway, according to the Duluth PD incident report. Report released by Duluth Police Chief Randy Belcher compares violent and property crimes in Gwinnett cities.
Duluth regained its status as the city with the lowest crime rate in Gwinnett County during 2011 among cities with their own police departments, according to a report released by Duluth Police Chief Randy Belcher. “And we did it with the fewest police officers [per 1,000 population],” he said. The chief's report includes Part 1 crime statistics from 2005 to 2011 based on FBI Uniform Crime Reporting. Part 1 crimes are murder, forcible rape, robbery, aggravated assault, burglary, larceny (theft), motor vehicle theft, and arson. The report compares the number of violent and property crimes in Duluth, Lawrenceville, Lilburn, Norcross, Snellville, and Suwanee, all of which have city police departments. Duluth Police are warning online shoppers to be careful following an investigation of an Internet computer scam involving car sales. A Duluth man, described by Det. Fran Foster as the “middle man” in the complex scheme, has been arrested and charged with three counts of theft by deception.
