Cossette also moving ahead after receiving 34 percent of Tuesday's votes.

"The outcome was pretty much as I expected," he said. "The strategy was to place myself in a position for a runoff.  That bring accomplished I will draw upon all available resources to secure the votes necessary to be the Post 1 selection of the people of Duluth."

Tseng received 18.6 percent of the Post 1 votes. Taken as a bloc, those would be enough to propel either Bomar or Cossette to a victory on Dec. 3.

Tseng has not commented on whether he will endorse either of the runoff candidates.

Any early voting dates for the runoff election will be announced by City Hall.
